After receiving his B.A. from the College of William & Mary in Williamsburg, Virginia, Phil graduated with honors from the University of Notre Dame Law School. Following graduation from law school, Phil worked at the law firm of Gardner Carton & Douglas in Chicago, Illinois.

A native of the Northwest, Phil returned home and has been practicing law in Kitsap County since early 2004. He is licensed to practice in Washington State Court and Washington State Federal Court – Western and Eastern Districts.

Phil has successfully litigated a diverse range of cases, including serious personal injury cases, real estate disputes and intellectual property disputes.  He has also successfully registered multiple federal and state trademarks and has formed and maintained numerous companies for clients.

Phil has served as Chair of the Washington State Bar Association’s Litigation Section and is currently the Chair of the Kitsap County Superior Court Civil Practice and Procedure Committee.  He also serves as a Member of the Central Kitsap County Community Council (CKCC) and is on a Citizen’s Advisory Committee to the Central Kitsap School District.
